Marilyn has extensive senior leadership experience in the U.S Intelligence Community (IC) and possesses a deep expertise in budget and finance planning, formulation, justification, execution,
performance, and fiscal accountability.
During thirty years of federal service, she worked in various financial management positions at the Office of the Director of National Intelligence (ODNI), Central Intelligence Agency, National Geospatial Intelligence Agency, Defense Intelligence Agency, Office of Naval Intelligence, and the Defense Department's Office of the Assistant Secretary of Defense for Command, Control, Communications and Intelligence. Prior to retiring, Marilyn served as the Assistant Director of National Intelligence and Chief Financial Officer where she was the DNI's principle advisor on IC financial management and led the formulation and justification of the $50 billion annual National Intelligence Program budget.
Prior to entering the government, Marilyn was employed as a reading specialist in the Rhode Island public school system. In this position, she established successful reading programs and taught disadvantaged students.
Marilyn earned a BA and MEd from Rhode Island College and an MBA from the University of Rhode Island.
Bob spent 31 years at the Central Intelligence Agency. While at CIA, Bob held various positions in the Directorate of Intelligence, Directorate of Support, and the National Clandestine
Service. Bob was the CIA’s Chief Technology Officer where he was responsible for ensuring that the Agency’s technology investments matched the needs of its mission. In addition to his senior level
leadership and management positions, His career included assignments in applications programming, training and education, contract and project management, and both line and staff management roles
at various levels of the Agency.
Bob is a co-founder and partner of Cognitio, a strategic consulting and engineering firm established by former senior technology executives from the U.S. Intelligence Community.
Previously he was the President and CEO of Applicology Incorporated, an independent consulting firm specializing in information technology issues.
Joel serves businesses across the Intelligence Community in formulating strategic plans, developing business pipelines, and leading growth and acquisition targets. With more than 30
years of experience, Mr. Richards has worked in several fortune 500 companies and was the creator and facilitator of the Agency Intelligence Marketing Meeting (AIMM)-a monthly forum aimed at improving
communications and relations between the leading Industry partners and a Government Agency. Mr. Richards is a proven leader with broad executive, technical, business management experience focused on
providing high quality solutions and services business from across the Washington DC area.
Prior to joining Peloton Strategies Group, LLC, Mr. Richards served in a variety of business development and operational roles at CSRA. Before being acquired by CSRA (formerly CSC), Mr. Richards served as the Chief Operating Officer and Member of the Board for Tenacity Solutions Incorporated where he helped grow the Engineering and Cyber practices and later positioned the company for acquisition in July 2014.
A native of Cherry Hill, New Jersey, Mr. Richards holds a Bachelor of Science's degree in Electrical Engineering from Rutgers University College of Engineering and a Master of Science's degree in Electrical Engineering from George Washington University.
He and his wife, Cynthia, have two children and live in Oak Hill, Virginia.
Charlie is the coordinator of the McLean Entrepreneurial Advocacy Council (MEAC), a small-business networking and marketing consortium consisting of 120 active members focused on the U.S. Intelligence
Community. Additionally Charlie serves as a volunteer business mentor at the Mach 37 Cybersecurity Accelerator and the Eastern Foundry Government contractor incubator.
He serves on as a member of the board of directors and as an advisory board member for several small businesses.
Charlie is a principal at Peloton Strategies Group, the consulting firm that he formed to provide strategic business advice to companies seeking to grow or undergo an acquisition. Prior to founding Peloton Strategies Group, he was the CEO of CMX Technologies, a Government services company that he founded in 2005. As CEO of CMX Technologies, he led the company's continual year-over-year growth through 100% full-and-open contracts supporting multiple U.S. Intelligence Community agencies.
Charlie holds a Bachelor of Science degree from Worcester Polytechnic Institute in Worcester, MA. His studies focused on parallel processing, ethics in computing, and math.
